- Due to Michael Scherer observations on bug
http://qa.mandriva.com/show_bug.cgi?id=19844, arts on demand patch is
causing all the trouble. Since we\'re not intend to introduce new bugs
reverting for old arts, this patch ws removed and in addition of last tmp_dir
one, should fix the soundwrapper program.
- Added proper tmpdir check and creation to avoid soundwrapper return error when try to use arts under non kde environments
- Fix build. resmgr patch touch .am files
