- do not require execute bits on avr_isp.pl
- improve error messages in avr_isp.pl
- parse_load_cpu_mhz() implements \'make fuse\'
- PATH fixing in avr_common.mk so that a simple \'make\' call suffices.
This is a temporary workaround for bnc#767294

- logicp is here and in avr-libc: here it is a post install test.
