- don\'t look up LD_PRELOAD libs in cache for SUID apps
(because that bypasses SUID bit checking on the library)

- hardlink identical locale files together
- add %lang() tags to locale stuff
- remove ko_KR.utf8 for now, it is provided by locale-utf8 package
