Fixed faulty logic in the socket dequeuing mechanism used. It was possible
to severely lag an irc server using a low-bandwidth DoS attack.
- disable ipv6: ipv6 support in 7.0.x is mostly unuseable (binaries with
enabled ipv6 can\'t be used on only ipv4 instalations).
