* Fix Callsign Certificate request handling when Logbook returns an error message saying that there was an error. Don\'t mark it as pending ARRL action, leading operators to assume ARRL is working the request when it was never properly submitted.

* Allow OPERATOR in ADIF files to have long values, as some applications incorrectly allow the entry of names in those fields, not callsigns. Any non-callsign entry in OPERATOR is ignored.
