* libdw, debuginfo-client: Load libcurl lazily only when files need to be fetched remotely. libcurl is now never loaded when DEBUGINFOD_URLS is unset. And when DEBUGINFOD_URLS is set, libcurl is only loaded when the debuginfod_begin function is called.
